Philippines TIN for Foreigners: Forms 1901/1902/1904/1905, ORUS, Digital TIN ID, and Cebu RDO Mapping (2026)

The single most common Cebu-foreigner-TIN mistake is registering on the wrong form. The second is registering twice, once on Form 1904 for a property purchase and once again on Form 1902 when an employer files for payroll withholding, which is exactly what Section 236 of the Tax Code forbids: “only one Taxpayer Identification Number (TIN) shall be assigned to a taxpayer.” Both mistakes share a root cause. Foreigners treat the BIR like a single-touch government registration, when it is a state machine that wants the right form at every status transition.

This guide walks the four forms (1901, 1902, 1904, 1905), the ORUS and Digital TIN ID flow that replaced most of the in-person process between 2023 and 2026, the Cebu RDO mapping that expat forums keep getting wrong (Mactan is in RDO 80, not its own RDO), the post-2024 fee structure under RA 11976, and the cleanup path when the first registration was done wrong. The rule is unambiguous in most cases. A retiree with foreign-pension-only income going through a bank-KYC ask files Form 1904. A remote worker paid entirely from abroad files Form 1904 as well, because the work is not Philippine-sourced but the counterparty still wants a number. A foreigner hired by a Cebu employer is registered on Form 1902 by that employer. A foreigner setting up a one-person consulting practice billing Philippine clients files Form 1901.

The Charter has a separate documentary checklist for a foreign national under E.O. 98, and it is short: BIR Form 1904 in two originals, plus a photocopy of the passport bio page including the date of entry or arrival stamp. That is the whole list when you appear in person.

The transition trap. The 1904-then-1902 sequence is where duplicate TINs come from. The foreigner registers on Form 1904 in year one for a condo purchase. In year three they take a local job. HR files Form 1902 as it does for every new hire, and the system now has two TINs against one person. The correct move is Form 1905 to convert the existing registration to compensation income. Philippine HR teams handle Form 1902 by the hundred and see the 1905 conversion rarely, so the burden of flagging the existing TIN sits with you, on day one of onboarding.

ORUS, the Digital TIN ID, and the eGovPH route

ORUS (orus.bir.gov.ph) is the BIR Online Registration and Update System. The Citizen’s Charter lists an online E.O. 98 TIN application whose “who may avail” line names non-resident applicants, foreign nationals and OFWs explicitly, so this is a channel foreigners are entitled to use rather than a Filipinos-only portal. The scanned requirement for a foreign national is the same passport bio page with the arrival stamp.

Two numbers matter here, and they are BIR’s own:

  • Walk-in Form 1904 at the RDO: total processing time 6 hours, total processing fee None. That is a same-day counter transaction, not a return trip.
  • ORUS Form 1904 online: total processing time 3 days, total processing fee None. The portal is not instant. If you need the number for a closing this week, the counter is faster than the website.

RMC 120-2023 (29 November 2023) created the Digital TIN ID inside ORUS and gave it teeth. Its language is worth quoting because it is what you show a reluctant bank teller: the Digital TIN ID “shall be honored and accepted as a valid government-issued identification document for taxpayers for their transactions with government agencies and institutions, local government units, employers, banks, financial institutions, and other relying parties, subject to authentication and verification.” It is free, it carries no signature by design, and it is authenticated by scanning the QR code on its face.

The friction nobody mentions: RMC 120-2023 requires that your email address is already on file at the RDO where you are registered. Foreigners who registered years ago on paper often have no email on record, and the Digital TIN ID will not generate until that is fixed with a registration update at the RDO.

RMC 34-2026 (issued 28 April 2026) added the second route. From 24 April 2026 the Digital TIN ID can be held in the eGovPH app’s Mobile ID Wallet, and the circular recognises both versions as valid government-issued identification. The verification method differs by origin: an ORUS-generated ID is verified by QR scan, while the eGovPH copy is verified by presentation inside the app while it is running. We have no basis to tell you which Cebu bank branches have absorbed which method, and we are not going to guess.

The physical card. RMC 58-2023 (19 May 2023) confirmed that the old yellow-orange TIN card is no longer issued and has been replaced by the green card, BIR Form 1931. Previously issued yellow-orange cards remain valid and do not expire, so there is nothing to replace. A new card is issued in four cases only: a first-time TIN, a married female updating her name, a change of registered address, or a lost or damaged card. Card issuance requires the taxpayer to appear personally, and the Charter is blunt that no authorised representative may collect it. The card itself is free; only a lost or damaged replacement costs PHP 100, and that one needs an affidavit of loss.

What ORUS does not finish online. Form 1901 (self-employed and professionals) still routes through the RDO for books of accounts and the invoicing authority, and the Charter prices the ORUS business-registration path at 3 days and PHP 30 in loose documentary stamp tax. Form 1904 is the only path most foreigners complete end to end without a counter.

Cebu RDO mapping, and the numbering that changed

The current numbering is 80 through 83. Older expat articles still circulate an “RDO 83-A / 84 / 112” scheme that does not describe Cebu.

IT Park, Lahug, Banilad and Mabolo all sit in RDO 81. The Charter sets RDO operating hours at 8:00 AM to 5:00 PM. Confirm the current RDO 81 street address on BIR’s own directory before you travel: it is not on a BIR-published page we could retrieve (see the office-address note below).

Mactan, Lapu-Lapu and MEPZ all sit in RDO 80. This is the trap that catches Mactan residents, who assume the island has its own district and arrive at the wrong counter. RDO 80 is in Tabok on the Mandaue side, so a Mactan registration means crossing a bridge.

Published gap on the office addresses. We can source each RDO’s jurisdiction (which cities and barangays it covers) to BIR’s own published RDO listings. What those listings do not give us is a current street address for the RDO 81, 82 and 83 offices, and we could not confirm one on any other BIR-published page during this check, so we are not printing those three addresses. The building names that circulate on expat sites for RDO 81 (Archbishop Reyes Avenue) and RDO 82 (N. Bacalso Avenue) are widely repeated and probably right, but they are not on a BIR page we could cite, and offices relocate. RDO 80’s location, Insular Square in Tabok, Mandaue, is the one a BIR listing carries. Check BIR’s own RDO directory before you travel, and treat any address you find on a blog, including the ones that look official, as unverified.

The Charter also publishes the internal clock for the walk-in, which is useful for planning a morning at RDO 81: two hours in the queue, ten minutes of TIN-query verification, ninety minutes validating documents, ten minutes to assign a document locator number, and two hours to encode and generate the TIN. Six hours end to end. Arriving at 3 PM is how people end up going twice.

What does and does not require a TIN

Half the reason foreigners rush the registration is a counterparty telling them it is mandatory. Often it is, and sometimes it simply is not. Note in particular that immigration is not a TIN customer: the ACR I-Card and annual report guide walks what the Bureau of Immigration does ask you for, and a TIN is not on that list.

Foreigner-relevant transactions and whether a TIN is actually required. Where the row says house policy, the counterparty is asking for its own reasons, not because a published rule tells it to.

The bank-account case is the most misunderstood. The Manual of Regulations for Banks, Part IX (AML and CFT regulations), sets out the minimum information a bank must obtain from a new individual customer at account opening: name, date and place of birth, address, contact details, citizenship, and a specimen signature or biometric, verified against an official identification document. For foreign nationals the MORB defines the official document as “Passport or Alien Certificate of Registration”. A TIN appears nowhere in that list. That does not make a bank’s ask illegal, and it does not make the teller wrong to follow their manual. It does mean the ask is a bank decision you are entitled to question, and that a branch which opens the account on passport and ACR alone is not cutting a corner.

In practice this is a fight not worth having, because the thing being demanded is free and takes an afternoon. Register on Form 1904, get the Digital TIN ID, and stop having the conversation.

The non-resident landlord case. A foreigner who owns a Cebu condo and rents it out earns Philippine-source income, and the foreign-source logic that protects a pension does not reach it. Under Section 23(D) of the Tax Code, “an alien individual, whether a resident or not of the Philippines, is taxable only on income derived from sources within the Philippines.” The word doing the work is within. Common errors and the Form 1905 cleanup path

Wrong-form TIN. You hold a 1904 from a property purchase and you are now employed locally. File Form 1905 to convert the existing registration to compensation income. Your employer cannot run withholding cleanly until that is done, and it is not their form to file.

Duplicate TIN. This is the one with a criminal provision behind it. Section 236 of the Tax Code assigns exactly one TIN per taxpayer and routes anyone who secures more than one to Section 275, which reads: “Any person who violates any provision of this Code or any rule or regulation promulgated by the Department of Finance, for which no specific penalty is provided by law, shall, upon conviction for each act or omission, be punished by a fine of not more than One thousand pesos (P1,000) or suffer imprisonment of not more than six (6) months, or both.”

Two things follow. First, the statutory ceiling is PHP 1,000 per act, not the five- and six-figure fines that float around expat forums. Second, the exposure that actually bites is the criminal one, not the peso one. Published gap: BIR has a schedule of compromise penalties, but we could not verify a duplicate-TIN line item in it at a BIR-published source during this check, so we are not putting a number on what an RDO will assess in practice. The cleanup path is unambiguous even if the price is not: file Form 1905, attach proof of both numbers, ask for cancellation of the later TIN, and keep the earlier one. Do not apply for a second TIN hoping the first is forgotten; every registration transaction in the Charter includes a step where the officer verifies your existence in the eREG TIN query system.

Registered at the wrong RDO. A foreigner who gave a Manila address on Form 1904 and then settled in Cebu has a registration sitting in the wrong district. Form 1905 handles the transfer. Banks doing address-based KYC in Cebu often surface the mismatch before you do.

Lost TIN number. ORUS has a TIN inquiry function, and the RDO where you are registered can confirm the number. Do not solve a lost number by registering again.

When to pay someone, and how to pick them

For a solo Form 1904 the honest answer is that you do not need professional help. The form is free, the counter takes six hours, and ORUS closes it out in three days without you leaving the condo.

The registration only ever happens in one place: the Revenue District Office with jurisdiction over your Cebu address. RDO 81 for IT Park, Lahug, Banilad, Mabolo and Talamban. RDO 80 for Mandaue, Lapu-Lapu and Mactan. RDO 82 for southern Cebu City (the 2nd Congressional District), RDO 83 for Talisay and south. No intermediary changes the form, the fee or the queue, and the fee is zero either way.

Professional help earns its money when the structure is more complex than a personal TIN: a Philippine corporation, property held in a corporate vehicle, consulting income from Philippine and foreign clients running through a sole proprietorship, or a mixed-income year that needs a clean 1905 transition. Three checks before you engage anyone.

  • BIR accreditation. Anyone who files or signs on your behalf should hold BIR accreditation as a tax agent. Ask for the number and check it against BIR’s published list.
  • PRC licence. Verify a CPA’s licence on the PRC verification portal, by name and number, before the engagement rather than after.
  • Foreign-national experience. Ask how many foreign-national Form 1904 registrations and 1905 conversions the practice has handled in the last year. A firm that runs Filipino payroll registrations at volume may have filed very few foreign files, and the ACR I-Card, E.O. 98 and RDO-transfer edges are exactly where those go wrong.

The large accounting networks and the national law firms with tax practices all keep Cebu offices, and any of them can file this. None of them is required. For a foreign-pension-only retiree or a remote worker, paying anyone for a free form is money spent on a queue. What this means for the four common foreigner profiles

  1. The retiree with foreign-pension-only income. Form 1904, on ORUS or at the RDO counter. Digital TIN ID downloaded. There is no annual filing attached to a 1904 registration with no Philippine-source income. Section 23(D) keeps a foreign pension outside the Philippine tax base, and the TIN exists for bank KYC and for a future property closing.
  2. The remote worker paid from abroad. Form 1904, same flow. The income is not Philippine-sourced, so the TIN is a counterparty formality rather than a tax event.
  3. The locally employed foreigner. Form 1902, filed by the employer within ten days of the date of employment. If you already hold a TIN from a 1904 registration, tell HR on day one so they file the 1905 conversion instead of a fresh 1902 that would duplicate you.
  4. The freelancer billing Philippine clients. Form 1901, PHP 30 in loose documentary stamp tax, books of accounts registered at the RDO, and invoices that carry the registered TIN. The local business permit sits with the city hall of the LGU you actually live in, Cebu City or Mandaue, not with the BIR.

The pattern is simple. Get the number once, store it, use it on every counterparty form for the rest of your time in the Philippines, and never register twice. Do I need a Philippine TIN to open a bank account?
Not under the BSP rules that govern the bank. The Manual of Regulations for Banks (2023, AML/CFT Part IX) lists the minimum information a bank must collect from a new individual customer: name, date and place of birth, address, contact details, citizenship, and a specimen signature or biometric. A TIN is not on that list. For foreign nationals, the acceptable identification document is defined as "Passport or Alien Certificate of Registration". So a bank that demands a TIN before opening a peso account is applying its own policy, not a BSP requirement. Many branches still ask, and arguing is usually slower than registering: Form 1904 costs nothing and BIR prices the walk-in at six hours.
Which BIR form do I use as a foreigner?
It depends on your income source. Form 1904 covers registration under Executive Order 98 and one-time transactions: no Philippine income, but you need a TIN for a property purchase, an LTO transfer, or a bank that insists. Form 1902 covers foreigners on a Philippine payroll and must be filed within ten days of the date of employment, per the BIR Citizen's Charter. Form 1901 covers self-employed foreigners and professionals billing Philippine clients. Form 1905 updates an existing registration: converting a 1904 to employee status, transferring RDO after a move, or cancelling a duplicate TIN. How much does it cost to get a TIN as a foreigner in 2026?
The BIR Citizen's Charter prints "TOTAL PROCESSING FEE: None" against Form 1904 (E.O. 98) registration, both walk-in and through ORUS, and against Form 1902 employee registration. Form 1901 business registration through ORUS carries one fee: the PHP 30 loose documentary stamp tax. The PHP 500 annual registration fee was scrapped by RA 11976 (Ease of Paying Taxes Act), which the BIR implemented in RMC 14-2024 by ceasing collection from 22 January 2024. The green TIN card (BIR Form 1931) is issued at no charge; only a lost or damaged card carries a PHP 100 replacement fee, plus an affidavit of loss. Real cost is transport and photocopies.
What is the Digital TIN ID and is it accepted?
RMC 120-2023 (29 November 2023) launched the Digital TIN ID inside ORUS and states it "shall be honored and accepted as a valid government-issued identification document" for transactions with government agencies, LGUs, employers, banks and other financial institutions, subject to authentication. It is free, carries no signature, and is verified by scanning its QR code.
