Renting in Iloilo City is not hard. What catches foreigners is that three separate rules decide the deal before anyone shows them a listing, and none of the three is negotiable: which side of the rent-control ceiling your unit sits on, whether the person collecting your money is licensed to, and what the paper you sign is legally worth. Get those three right and the rest is logistics.
This guide works down that tree, then prices the move-in from the ledger. The Mandurriao Iloilo Business Park corridor still holds most of the foreigner-grade inventory, Lamudi and DotProperty still carry most of the listings, and Facebook groups still carry the long tail of Jaro houses. Those are the easy parts.
Branch 1: which side of PHP 10,000 is your rent?
RA 9653, the Rent Control Act of 2009, Section 7, is blunt: a lessor may not demand more than one month advance rent and two months deposit, and that deposit must sit in a bank account in the lessor’s name with the accrued interest returned to you at the end of the lease. The same section fixes when rent falls due, within the first five days of the current month.
The 2+2 that Mandurriao asks would breach that on its face. It does not, because of Section 5. Rent control reaches only units renting for PHP 1 to PHP 10,000 a month in the National Capital Region and highly urbanised cities, and PHP 1 to PHP 5,000 everywhere else. Iloilo City is a highly urbanised city, so the PHP 10,000 line is the one that applies, and a PHP 27,000 Mandurriao 1BR clears it by nearly three times. Outside the statute, the deposit structure is whatever the parties agree.
Which means the calculus inverts at the bottom of the market. A Molo studio at PHP 8,000, a La Paz walk-up at PHP 9,000, a City Proper 1BR at PHP 9,500: these are inside rent control. On those units the landlord may lawfully ask 1+2, not 2+2, the deposit is supposed to be banked, and the interest belongs to the tenant. Iloilo has a lot of stock under PHP 10,000, and this is the single most useful thing a budget renter here can know. The line is the rent written on the contract, not the district the unit sits in.

Rent increases are capped on the covered side too. Under NHSB Resolution 2024-01, DHSUD extended rent control through 31 December 2026, with the 2026 increase for a continuing tenant in a covered unit limited to 1 percent. Cross PHP 10,000 and no cap applies at all, which is why a Mandurriao renewal can arrive with a 5 to 10 percent bump and nothing to argue against except the market.
Section 9 is the other half of the protection, and it is worth reading before you assume a lease is fragile. On a covered unit the landlord can go to court on five grounds and no others: subleasing without written consent, three months of rent in arrears, the owner’s own legitimate need for the unit on three months’ written notice, repairs ordered under a condemnation, and expiry of the lease period. Section 13 puts real weight behind all of it, at a fine of PHP 25,000 to PHP 50,000, or imprisonment of one month and one day up to six months, or both.
Branch 2: who is actually collecting your money?
Three channels carry Iloilo’s foreigner-grade inventory, and they differ less in price than in who you are contracting with and what recourse you have.

RA 9646, the Real Estate Service Act of 2009, Section 29, prohibits anyone from practising or offering to practise real estate service without having passed the licensure examination and holding a valid certificate of registration and professional identification card. Section 38 requires practitioners to put that certificate number, the identification card, the PTR number and the accredited professional organisation receipt number on the documents they sign. Section 39 sets the penalty at a fine of not less than PHP 100,000 or imprisonment of not less than two years, or both, and doubles both for anyone practising without a licence.
That is the practical test. A real broker will give you a PRC number without being asked twice, and it is checkable at the Professional Regulation Commission. Somebody who introduces themselves as an agent, wants a fee from the tenant, and cannot produce a number is describing an offence.
The commission is the owner’s expense. The standard is one month of rent, paid by the landlord. Tenants legitimately pay incidentals such as contract printing and notarial fees at PHP 500–₱1,500, and nothing else. A foreigner being asked to fund the commission is being charged twice for the same transaction.
Red flags that are worth walking away from:
- Pressure to pay any deposit before you have stood inside the unit.
- Refusal to put the lease in writing.
- Cash demanded above PHP 50,000 with no bank-transfer or cheque option.
- Passport copies and bank statements requested before the unit is confirmed available.
- A listing with no current photos and an agent who will not confirm the building’s street address.
The established Lamudi-listed Iloilo brokers generally operate professionally. The risk sits at the long tail of informal owner-direct posts, and the PRC number is the cheapest filter there is.
Branch 3: how long, and does the paper need notarising?
The worry foreigners arrive with is that an unnotarised Philippine lease is worthless. It is not.
Article 1358 of the Civil Code lists the contracts that must appear in a public document, and the Supreme Court has been explicit about what that requirement is for. In G.R. No. 132474 the Court held that “the requirement of a public document in Article 1358 is not for the validity of the instrument but for its efficacy,” and that a conveyance not made in a public document is still valid between the contracting parties. The remedy for non-compliance is to compel the other side to execute a proper public document, not to tear the agreement up. The same article closes with the floor that matters most here: all other contracts where the amount involved exceeds five hundred pesos must appear in writing, even a private one.
So: your unnotarised Mandurriao lease binds both of you. Notarising it gets you a public document you can register and rely on in evidence, which is worth the PHP 500–₱1,500 on a multi-year term and on any lease where you have put a large bond down. A verbal lease is what you should refuse, not an unnotarised one.
Term and exit. One year fixed is the Mandurriao standard, sometimes two for a negotiated rate cut, usually converting to month-to-month after the initial term. The clause to read twice is pre-termination: the common pattern forfeits one month of rent if you leave inside the first six months, deducted from the deposit, and some leases stretch that penalty across the full first year. On an uncertain visa status that is a real number. Serviced suites at Saint Dominique Residences or B Lifestyle Complex in Jaro charge a ₱5,000–₱10,000/month premium over an annual lease, and for a first year that premium is often cheaper than the exit penalty it avoids.
The rest of the contract, in the order it matters: deposit refund timeline and the deductions allowed against it; whether association dues are inside or outside the rent; who pays which utility; escalation on renewal; the subletting and guest clause, which on a covered unit is also the first ground for ejectment in RA 9653 Section 9; the pet policy, which is building-specific and not negotiable after signing; and the dispute venue, where Iloilo City courts are normal and an offshore arbitration clause is not.
What you hand over on signing
The number that surprises people is not the rent. It is that you need roughly six months of it in hand on the day you sign.

Deposit rows computed from the PHP 27,000 rent, which sits inside the Mandurriao 1BR editorial band in the iloilo-rent-index ledger. The MORE Power row is one month of consumption at the July 2026 cycle rate in the LiveInPH utility ledger, not a published fee. The bond, installation, notarial and furniture rows are LiveInPH editorial bands from Iloilo practice; no Philippine agency or developer publishes a schedule for any of them. MPIW's new-connection fee is deliberately absent, and the reason is below.
That lands at PHP 166,000 to PHP 213,500 all-in, and about PHP 94,000 of it (the security deposit and the Megaworld bond) is money you get back. The genuine sunk cost of arriving is closer to PHP 72,000 to PHP 119,500. For a higher-end unit at One Madison Place or Saint Honore add PHP 30,000 to PHP 50,000; a 2BR or 3BR family setup adds PHP 50,000 to PHP 100,000 at the top.
The one line we will not price: the MPIW water connection. A new-service connection fee exists, but Metro Pacific Iloilo Water publishes no citable schedule. The tariff sheet on mpiw.com.ph is still the November 2018 version and the water district’s own rates page is an empty stub, so any peso figure circulating for this is somebody’s guess. Confirm it directly with MPIW at application. In practice most Mandurriao condos have water pre-installed and this only bites on a new house or a first-time connection.
Getting the deposit back is mostly a documentation problem, decided on move-in day rather than move-out day. Photograph every defect with timestamps before a box comes through the door, give more than 30 days’ notice, and insist on a joint walk-through. The standard refund window is 30 to 60 days and the allowed deductions are unpaid utilities, damage beyond ordinary wear, and cleaning where the unit is not returned clean.
Association dues: whose bill is it, legally
This is the line that quietly moves an Iloilo budget, and the legal answer is not the one most tenants assume.
At Mandurriao IBP, dues run PHP 120–PHP 150/sqm/month, so a 40 sqm 1BR carries ₱4,800–₱6,000/month on top of rent. Many asking-rent figures exclude it and do not say so.
Legally the assessment attaches to the unit, not to the occupant. Under RA 4726, the Condominium Act, Section 9, the management body assesses each unit separately for its share of common expenses in proportion to its fractional interest in the common areas. Section 20 then makes the unpaid amount, plus interest, costs, attorney’s fees and penalties, a lien on the condominium unit itself once the management body registers a notice of assessment with the Register of Deeds, and that lien is superior to every other lien registered after it except real property tax.
The practical consequence: the condominium corporation’s remedy runs against the owner and the unit, not against you. What the lease can do is make paying the dues your monthly obligation to the landlord. So the question to settle in writing before signing is not who is liable, it is who pays, and whether the asking rent already includes it.

That chart is the LiveInPH editorial baseline, not a measured index, and it says so on its face. There is no listing sample behind it, n is null on all eleven segments, and the first counted quarter is still pending manual collection. Use it to see that Mandurriao is a different market from everywhere else rather than a pricier version of the same one, and do not budget off the midpoints.
Lamudi Philippines (lamudi.com.ph) carries the deepest Iloilo coverage for foreigner-grade rentals, concentrated on Mandurriao IBP and Atria. DotProperty (dotproperty.com.ph, also marketed as PropertyAccess) is thinner but worth cross-checking, because the same unit listed on both at different asking prices is a signal about negotiation room. OnePropertee is the third portal and skews to less-curated owner-direct posts.
Portal coverage thins sharply outside Mandurriao. For Jaro houses, Molo apartments, the Arevalo coast and City Proper heritage stock, the Facebook groups are not a supplement, they are the market: Iloilo Rentals, Iloilo Apartments for Rent, Iloilo House for Rent, plus the Iloilo Expats and Iloilo Foreigners community groups where rental posts appear regularly.
Developer in-house leasing is the direct path for Megaworld’s IBP towers, One Madison Place, Saint Honore, Lafayette and Firenze, and for Ayala Land’s Avida Towers Atria T1, T2 and T3 at the Atria Park District. SMDC Style Residences runs direct leasing alongside a broker network. In-house leasing tends to sit at asking price with limited negotiation; individual unit-owner listings on the portals for the same buildings are where movement exists, because the motivation is individual rather than institutional.
The search, end to end
Two to three weeks out. Filter the portals by district, price and unit type and save 15 to 25 candidates. Contact five to ten agents and ask each the same five questions: current availability, viewing slots inside your dates, exact asking rent, deposit structure, and whether association dues are included. The answers to the last two sort the list faster than photographs do.
Three to five days on the ground. Six to ten viewings, clustered geographically, Mandurriao first. At each unit check paint and mould, aircon actually running, water pressure, fixtures, visible building security, parking, and which ISPs serve the building. Photograph any damage at the viewing itself, because that is the file you will need at move-out.
Days three to five: negotiate and sign. Negotiation room is real on individual unit-owner listings and thin on developer in-house leasing. Lock the rent, the deposit structure, the term, the dues position, the furnishing inventory in writing, the utility responsibilities and the move-in date. Most owners want a cheque or a bank transfer rather than cash above PHP 50,000, so have the funds liquid before you view.
One to four weeks to move in. Book the slot with building administration, which at Megaworld buildings means freight-elevator hours, permit-of-entry forms and a reserved bay for the truck. Apply for utilities in parallel rather than in sequence. Budget ₱25,000–₱60,000 for a basic furniture setup from SM Home, Mandaue Foam Iloilo, Iloilo Furniture Plaza in City Proper, or Facebook Marketplace secondhand.
Two to four weeks from first portal search to keys is realistic. Five to ten days is achievable in Mandurriao if you arrive with the shortlist already built.
Utility activation
MORE Power is the sole distribution utility for the seven Iloilo City districts, and its current residential all-in rate is ₱14.3490/kWh, read live from our ledger and tracked against the utility’s own monthly-rates table. Surrounding municipalities (Pavia, Oton, Leganes, Santa Barbara) sit on ILECO I, II and III at separate rates, which catches people renting a house just past the city line. MORE Power’s residential application asks for three documents and quotes no fee: a Certificate of Final Electrical Inspection from the City Engineer’s Office, one government-issued ID, and proof of occupancy, which is where your lease does its work. Where the unit already has a meter, which covers most Mandurriao IBP condos, this is a transfer of service name and takes five to ten business days. A genuinely new meter adds one to two weeks and needs the inspection certificate.
The bill deposit is not a fee. Under the ERC Magna Carta for Residential Electricity Consumers it is one month of your own estimated billing, computed from the load schedule on the application, payable in three equal monthly installments, and refunded automatically after two continuous years of full on-time payment. MORE Power re-evaluates it annually against your last twelve months of consumption.
MPIW water. Most Mandurriao IBP condos have pre-installed water and activation is administrative. The current basic rate is PHP 28.67/cu m, the second of two LWUA-approved tranches effective March 2026, reported by the Philippine News Agency and SunStar Iloilo when it was announced. MPIW publishes no post-March-2026 minimum charge for the first 10 cu m, and it cannot be derived: the only 0-10 cu m figure on record is the November 2025 Tranche-1 minimum of PHP 252.02, which is not 25.20 times ten. Treat a low-use bill as at least PHP 252 and read the real minimum off your first statement.
Internet has run three to ten business days from order in our observation, which is a field note rather than a published lead time: no carrier states one for Iloilo City or anywhere else. Setup is a ₱1,500–₱2,500 fee plus the first month’s rental. DITO’s 5G fixed-wireless needs a per-address coverage check and is uneven inside the IBP concrete-tower cluster. Mobile postpaid at Globe Festive Walk or Smart SM City Iloilo is same-day against a passport, visa and the lease.
What foreigners get caught by
“Semi-furnished” at Mandurriao IBP means kitchen cabinets and lights. No bed, sofa, dining set, aircon, refrigerator or washing machine. “Fully furnished” usually adds aircon, fridge, bed and sofa. Get the item list in writing before signing, not after.
The Megaworld bond is not the lease deposit. The roughly PHP 40,000 bond at One Madison Place, Saint Honore, Lafayette and Firenze is described as payable to Megaworld property management for meter activation and refundable at move-out. Treat the figure as unverified: Megaworld publishes no bond amount anywhere, and neither does First Oceanic Property Management, its own property-management arm. The only source that states PHP 40,000 is a Megaworld sales agent’s website, so ask for the amount and the refund terms in writing, and confirm receipt with both the property manager and the landlord, because the two are refunding different money on different timetables.
A lease in the Filipino spouse’s name makes the foreigner a guest. Usually harmless, but it matters for proof-of-residence in a visa application, for who holds the utility accounts, and for standing in a dispute if the marriage ends during the term. A supplementary letter from the spouse covers most of it.
Water moved twice in six months. The MPIW second tranche took effect March 2026. Estimate utility costs on the current rate, not on anything published before November 2025.
The MORE Power lifeline discount is not for you. The tiered discount at low consumption is aimed at 4Ps beneficiaries and registered indigent households. Foreign expatriates do not qualify, and budgeting on lifeline rates produces a bill that arrives twice the size expected.
The bottom line
Operationally, renting in Iloilo is straightforward, and the Mandurriao IBP path is close to frictionless: portals or developer in-house leasing, an English contract, five to ten days of searching, two to four weeks to keys, and PHP 166,000 to PHP 213,500 of cash on the table of which roughly PHP 94,000 comes back.
Legally, one number decides more than everything else on this page. Under PHP 10,000 a month you have a statute behind you on the deposit, the interest, the annual increase and the grounds for eviction. Above it you have a contract, and the contract is only as good as the clauses you read before signing. Iloilo has a lot of stock on both sides of that line, and it is the first thing to establish about any unit you are shown.
