Three statutory clocks start the moment an immigration officer stamps your passport at Iloilo International Airport, and none of them wait for you to find an apartment. Everything else in the thirty days is sequencing, and the sequencing runs on one dependency: almost nothing in Philippine administrative life opens without a signed lease, the lease will not sign without cash, and the cash does not move without a working phone number.

The first-month transaction ledger
Every transaction a foreigner makes in thirty days in Iloilo, what it costs, who sets that number, and what fixes its deadline. Four rows have no published figure at all, and those rows are the honest part of the table.

Lease rows computed from the PHP 27,000 example rent, which sits inside the Mandurriao 1BR editorial band in the iloilo-rent-index ledger. The MORE Power row is one month of consumption at the July 2026 cycle rate in the LiveInPH utility ledger, not a published fee. BI, Converge and S&R figures are agency- or provider-published and dated. Every other band is a LiveInPH editorial estimate from Iloilo practice: no Philippine agency, bank or developer publishes a schedule for deposits, install fees or furniture.
Two things fall out of that. The lease stack is 70 to 85 percent of everything, so the only decision that really moves your arrival cost is which unit you sign and how fast. And the spread between a lean landing and a comfortable one is roughly PHP 170,000 against PHP 340,000, driven almost entirely by how long you pay for temporary accommodation while searching. Signing in week one is worth more than every other saving on this page combined.
Government fees are a rounding error next to that. The entire BI, TIN and utility stack lands under PHP 10,000 for most arrivals.
Days 1 to 7: the phone, the cash, the lease
Mobile SIM (Day 1). Iloilo International Airport has Globe and Smart kiosks in arrivals with thin inventory and worse pricing. Take a Grab into town and go to the Globe Store at Festive Walk Mall in Mandurriao, about 30 minutes out, or the Smart Store at SM City Iloilo in Pavia. Foreigner activation takes 10 to 20 minutes against a passport and visa page. A prepaid SIM at PHP 50–PHP 100 with PHP 200–PHP 500 of load covers the first two to three weeks. DITO is the cheaper third operator, and its coverage outside the Mandurriao and Pavia corridors is uneven enough that it is worth testing on your actual daily route before committing.
Holders of 9(g), 13(a) and SRRV register normally against passport, proof of local address and the applicable document, and carry no 30-day expiry. The store runs the registration either way; the entire difference is which category you fall into at the counter.
GCash (Day 1 to 2). Install, register the Philippine number, verify with a passport scan and a selfie. Foreigner verification clears in one to three days. Once it does, GCash carries Grab, Foodpanda, utility bills, merchant QR at SM City Iloilo and Festive Walk, and transfers to Filipino contacts. Cash (Day 1 to 2). BPI, BDO and Metrobank ATMs at Festive Walk, plus BPI and BDO at the Atria mall and full coverage at Robinsons Place Iloilo. Most international Plus, Cirrus, Maestro, UnionPay and JCB cards work. Per-transaction limits run PHP 20,000 to PHP 50,000 depending on your home card, and the Philippine-side fee is PHP 250 per withdrawal on top of whatever your own bank charges. Skip the airport money changers, whose rates run 2 to 5 percent below interbank; the PHP 250 ATM fee is cheaper than that spread on any amount worth withdrawing.
Somewhere to sleep (Day 1 to 7). Avida Atria T1, T2 and T3 monthly Airbnb runs ₱35,000–₱55,000/month, which is close to long-term rent but with no deposit and the standard 28-night discount. Saint Dominique Residences does a serviced Mandurriao studio month-to-month at ₱28,000/month. B Lifestyle Complex in Jaro is ₱20,000–₱22,000/month with housekeeping, walking distance to Jaro Cathedral. Hotel del Rio at Smallville and Iloilo Grand Hotel in City Proper both take daily and weekly rates.
The lease (Day 4 to 7). Schedule six to ten viewings, default to Mandurriao IBP, and read the complete guide to renting in Iloilo before you sign anything. The Mandurriao ask is two months advance plus two months deposit plus the Megaworld bond, PHP 148,000 at a PHP 27,000 rent. Worth knowing at the table: that 2+2 is lawful only because Mandurriao rents clear the PHP 10,000 ceiling in RA 9653. On a sub-PHP-10,000 unit in Molo or La Paz the lawful maximum is one month advance and two months deposit, and the deposit has to be banked with the interest returned to you.
Book the building administration walkthrough for day 5 to 7 while you are still in a position to argue about the unit condition. House rules, parking, visitor and delivery procedure, garbage schedule, amenity access, and which ISPs the building actually serves. Photo-document every defect with timestamps before you move a box in. That photo set is the whole basis of your deposit refund, and no other document in the month is worth as much per minute spent.
Days 7 to 14: the accounts a lease unlocks
Bank account. Walk into BPI Mandurriao, BDO Festive Walk, BPI SM City Iloilo or Metrobank General Luna with the passport and visa stamps, proof of address, a secondary ID, and an opening deposit of ₱2,000–₱50,000. BDO Peso Savings opens at the floor of that range and BPI Maxi-Saver at PHP 10,000. Some branches want an employment certificate or income proof from 9(g) holders, and a home-country tax return is often accepted from retirees. Full activation with online banking and a debit card takes five to ten business days.
Status decides more than the branch does. On 9(g) the employer often handles it as part of onboarding. On 13(a) apply jointly with the Filipino spouse and it moves fastest. SRRV holders find BDO the most cooperative on the PRA ID. On a 9(a) tourist stamp most banks simply decline, and the working pattern is GCash plus a home-country card for the first six to twelve months until the visa is upgraded.
MORE Power. MORE Power’s own residential application page asks for three things and no money: a Certificate of Final Electrical Inspection processed at the City Engineer’s Office, one government-issued ID, and proof of occupancy such as the lease or an authority to move in. The customer services office is on IV-C Gen. Luna Street, Barangay Inday. In an existing IBP condo this is usually an account transfer rather than a new connection, which skips the inspection entirely. The current all-in residential rate is ₱14.3490/kWh, July 2026 cycle (+₱0.44) (MORE Power official monthly rates, July 2026 cycle, Jul 2026), read live from the LiveInPH utility ledger; MORE Power reprices monthly against WESM spot prices, so treat any single-month figure as a moving target.
MPIW water. Most Mandurriao condos are pre-plumbed and need only an account transfer, applied for at the MPIW office or at mpiw.com.ph. The current basic rate is PHP 28.67 per cu.m, the second of two LWUA-approved tranches after the first MIWD increase in six years. The only published 0-to-10 cu.m minimum bill belongs to the earlier November 2025 tranche, PHP 252.02 at the PHP 25.20 rate. MPIW has published no 0-to-10 minimum for the March 2026 tranche and it cannot be derived by multiplying the basic rate, which the Tranche-1 precedent proves: PHP 252.02 is not PHP 25.20 times ten. Water is a small line either way, low hundreds of pesos at condo use, but the missing minimum is published here as a gap rather than invented. Fibre and postpaid. Converge Super FiberX Play at 200 Mbps is ₱1,349/month (Aug 2026), the foreigner default. Globe publishes no postpaid fibre price we can quote: globe.com.ph refused every automated request on 2026-08-20. The PHP 1,499 figure in circulation is Globe’s 30-day prepaid load, not a monthly plan. Setup runs ₱1,500–₱2,500. Installation has run three to ten business days in our observation, and that is all it is: no carrier publishes an installation lead time for Iloilo City or anywhere else, so do not schedule a work start around a promised date. Once the lease address exists, convert the prepaid SIM to postpaid at PHP 800–₱1,500/month for 10 to 20 GB, which also settles the RA 11934 re-registration in the same visit.
Before day 59: the Bureau of Immigration
The Bureau of Immigration lists it as the Iloilo Immigration District Office, at C143/F Annex Building, Festive Mall, Iloilo Business Park, Mandurriao, in the same complex as the condo stock rather than in City Proper. What you owe it depends entirely on which stamp you arrived on.
On a 9(a) tourist entry, extensions no longer require a counter queue. BI’s e-Services portal files a Tourist Visa Extension end to end for non-overstayers with more than six months of passport validity, with payment through Landbank Link.Biz or Maya and the official receipt and clearance emailed back. The in-person route stays open for overstayers and for anyone who prefers a human; BI does not publish which tender its Iloilo cashier takes, so do not turn up assuming cash only. A routine two-month extension is ₱2,930 (Subsequent regular extension, 2 months) (Philippine Bureau of Immigration, BI's published schedule, vintage 06 Mar 2014 — BI states fees "may change without prior notice"). The one that carries you past day 59 is ₱4,900 (First extension of authorized stay beyond 59 days, 2 months) (Philippine Bureau of Immigration, BI's published schedule, vintage 06 Mar 2014 — BI states fees "may change without prior notice"), and it triggers the ACR I-Card. The ACR I-Card becomes mandatory once total stay exceeds 59 days, which covers 9(a) extensions past that mark and 9(g) and 13(a) residents from the start. SRRV holders are exempt. Bring the passport, the visa, the form, twelve recent passport photos and proof of address. BI publishes the issuance fee as $50 + ₱500 (ACR I-Card, issuance) (Philippine Bureau of Immigration, BI's published schedule, vintage 06 Mar 2014 — BI states fees "may change without prior notice"). Card delivery is reported at four to eight weeks, and that is an observation rather than a Bureau commitment: BI publishes no production or release time for any office. Treat day 59 as a deadline rather than a suggestion anyway, because starting late means a month or more without the ID that every other counter wants to see.
The Annual Report is filed between 1 January and 1 March by 9(g) and 13(a) holders. Tourists on 9(a) and SRRV retirees are exempt. The fee is ₱310 (BI Annual Report) (Philippine Bureau of Immigration, BI's published schedule, vintage 06 Mar 2014 — BI states fees "may change without prior notice"), and a virtual channel now runs alongside in-person filing for qualified foreign nationals physically in the country. The virtual route carries a PHP 1,000 express lane fee under BI Operations Order No. 2025-007, so it totals PHP 1,310 against PHP 310 at the counter.
A 13(a) marriage visa needs the Filipino spouse as co-applicant, the PSA marriage certificate, spouse ID and the form. Budget ₱15,000–₱30,000 (13(a) Spousal application fee) (LiveInPH editorial estimate, not a published Philippine Bureau of Immigration fee, 14 Apr 2026) with lawyer assistance; the process and its cost breakdown are in the 13(a) spouse visa guide. SRRV maintenance runs through PRA Cebu, since there is no Iloilo branch, at USD 360 a year, and SRRV status exempts you from both the Annual Report and the ACR I-Card.
Before day 90: driving, and the numbers nobody publishes
LTO publishes a 90-day validity for a foreign driving licence, counted from the date of arrival, after which the conversion is required. The conversion itself is handled at the LTO Iloilo District Office on the Iloilo Diversion Road corridor, and its requirements are set by LTO Memorandum Circular 495-2004, adopted 24 February 2004: the original foreign licence, an official embassy translation where it is not in English, a passport showing the latest date of arrival, a valid visa or ACR, a medical certificate from an LTO-accredited or government physician, and a drug test result from a DOH-accredited centre. A valid foreign licence converts without written or practical examinations; an expired one does not.
Two things about this transaction are gaps, and it is worth being explicit about both. The 90-day validity is not in MC 495-2004; that circular governs the conversion, not the grace period. LTO states the 90 days on its own site, and lto.gov.ph returns HTTP 403 to every automated read, as does the Freedom of Information portal entry that repeats it. So the figure is carried here as LTO’s published rule and registered as unverified at source rather than dressed up with a citation that does not say it.
The fee is the second gap. LTO’s 2025 Citizen’s Charter is where the schedule lives and it 403s the same way. Every peso figure circulating for foreign-licence conversion traces back to driving blogs rather than to LTO, and they do not agree with each other. LiveInPH does not publish a number it cannot pull from the issuing agency, so this one ships as an open gap. Ask at the district office, and budget the medical certificate and the drug test separately, because those are third-party charges and not LTO’s.
The NBI clearance sits in the same category for a different reason. NBI’s own Citizens’ Charter lists PHP 115, PHP 165 and PHP 415 without saying which service each figure attaches to, and the online portal quotes a different amount again at checkout. Three published numbers and no mapping is not a fee schedule. Most arrivals never need one in month one; it surfaces when an employer or a visa category asks.
The registrations that are optional until they are not
BIR TIN. Needed for employment under 9(g), property registration, a local income source, or a bank product that demands one. File BIR Form 1902 if employed or 1904 if not, at the RDO covering your Iloilo residence; Mandurriao residents usually fall under RDO 074. There is no published fee for either form. The PHP 500 annual registration fee people remember attached to business registration, and RA 11976, the Ease of Paying Taxes Act approved 5 January 2024, rewrote Tax Code Section 236 without it. A quoted TIN fee is a fixer’s margin.
PhilHealth. Mandatory for 9(g) working-visa holders, voluntary for everyone else on a long stay, at the PhilHealth Iloilo office. PhilHealth sets the direct-contributor premium at 5 percent of monthly basic salary against an income floor of PHP 10,000 and a ceiling of PHP 100,000, so the monthly premium runs PHP 500 to PHP 5,000 and is split employer-employee for 9(g) holders. SSS. Compulsory for 9(g) holders. The SSS Iloilo branch is on Bonifacio Drive in La Paz.
HMO. Maxicare, Medicard, Intellicare and PhilCare all sell to foreigners, with Iloilo Doctors, St. Paul’s and The Medical City Iloilo in the provider networks. No peso figure appears here on purpose: no Philippine HMO publishes an individual rate card, premiums are quote-only and priced by age band, plan tier and room limit, and the health-insurance guide sets out the two single products any issuer does state publicly. Worth it mainly for people without employer cover who want a predictable medical line.
Where the errands actually are
Mandurriao carries most of the month. Festive Walk Mall holds S&R, Anytime Fitness, the Globe Store, Regus and Spaces coworking, and BPI and BDO ATMs. The Atria Park District adds a second grocery and the restaurant cluster around One Madison Place, Saint Honore, Lafayette, Firenze, Saint Dominique and Avida Atria. The Medical City Iloilo is the Mandurriao-resident default hospital, and Robinsons Place Iloilo on Mandurriao Drive has the hypermarket.
The rest is a short list of specific trips. BIR is on the General Luna corridor in City Proper, along with Calle Real and Plaza Libertad; the Bureau of Immigration is not, it is out at Festive Mall in Mandurriao. Iloilo Doctors Hospital is on West Avenue at the City Proper and La Paz boundary; St. Paul’s is on General Luna; Western Visayas Medical Center is the public tertiary referral in Mandurriao. La Paz Public Market has the best fresh produce in the city, is cash-only, and is where batchoy comes from. SSS is on Bonifacio Drive in La Paz. SM City Iloilo in Pavia, technically outside the city, is the largest mall and the weekly-shop default. Jaro gives you the cathedral, B Lifestyle Complex and Robinsons Townville; Molo gives you the plaza church and Molo Mansion; Arevalo gives you Villa Beach and the Smallville bar strip.
Groceries settle into a rhythm fast: S&R at Festive Walk for bulk on a PHP 870/year membership, SM Hypermarket or Robinsons for the weekly, La Paz Public Market early in the morning for produce and fish.
Healthcare is worth doing before you need it. Pick a primary-care physician at Iloilo Doctors or The Medical City in the first fortnight rather than in an emergency; specialist consultations at the private tertiary hospitals run PHP 400–₱1,000 on a January 2026 clinic-fee survey. Dental clinics cluster around the Atria mall and General Luna at ₱1,500–₱3,500 for a cleaning.
Gym and desk. Anytime Fitness at Festive Walk is ₱2,500–₱3,500/month and 24/7, the Mandurriao default. Slimmers World has several branches and Plana Forma covers yoga and pilates. For remote workers the Regus and Spaces dedicated desk at Festive Walk Tower is ₱12,000–₱18,000/month, walkable from every IBP tower.
Furniture at ₱25,000–₱60,000 from Mandaue Foam Iloilo, SM Home, Iloilo Furniture Plaza in City Proper, or Facebook Marketplace. Custom orders take one to three weeks; in-stock items land the same week.
What thirty days buys you
At day 30 a well-sequenced arrival has a Mandurriao lease running with electricity, water and fibre live, a postpaid number registered against the lease rather than against a tourist stamp, a verified GCash, a Philippine bank account or a documented reason there isn’t one, an ACR I-Card in process or a visa status that does not need one, and a named hospital and physician you have already walked into once.
What it does not buy you is the ACR card in hand, which applicants report at four to eight weeks and which BI does not commit to at all, or a converted driving licence, which has its own 90-day clock and an unpublished fee.
