Cost of Living in Iloilo City for Foreigners (2026): Real Numbers, Sourced

Iloilo City monthly costs for foreigners, sourced: MORE Power electricity, the unpublished MPIW water minimum, Mandurriao rent bands, PSA inflation and Region VI wage floors.

Iloilo City costs a single foreigner roughly PHP 40,000-62,000 a month all-in, and almost the entire gap against Cebu sits in one line: rent. A 1-bedroom in Mandurriao’s Iloilo Business Park asks ₱25,000–₱32,900 against PHP 30,000-45,000 in Cebu IT Park. Electricity is within PHP 0.55/kWh of Cebu on the July 2026 cycle, groceries are a wash, and the water comparison cannot honestly be made at all because MPIW has published no minimum bill since March 2026. What Iloilo does not have is Cebu’s international flight network, hospital depth, or an international-curriculum school.

Electricity: MORE Power and the 2026 rate climb

MORE Electric and Power Corporation has been the sole electricity distribution utility for Iloilo City since February 2020, when it took over from PECO under a 2019 franchise law. Its franchise covers the seven city districts and nothing else: City Proper, Molo, Mandurriao, Arevalo, La Paz, Jaro and Lapuz. Pavia, Oton, Leganes, Cabatuan, Maasin, San Miguel and Santa Barbara sit on ILECO I/II/III cooperatives at separate rates, which matters if you are pricing a house just outside the city line.

The LiveInPH ledger carries ₱14.3490/kWh, July 2026 cycle (+₱0.44) (MORE Power official monthly rates, July 2026 cycle, Jul 2026), re-verified against MORE Power’s own monthly rates table on 2026-08-16, where the August cell was still empty. That is not a resting level. The rate moved across a PHP 2.75/kWh band in seven months:

June’s PHP 2.04 jump was a generation-charge surge on tight Visayas supply, and July added another PHP 0.44 on top rather than giving it back. Worked monthly bills at both cycles, rate times consumption, before minor fixed charges:

How Iloilo compares to Cebu on electricity. On the July 2026 cycle, the first month both utilities can be read like for like, MORE Power’s ₱14.3490/kWh sits below Visayan Electric’s ₱14.96/kWh, a gap of about PHP 0.55/kWh, or roughly PHP 110 a month at 200 kWh. That is less than either utility moves in a normal month, and the ordering has already flipped twice this year. Both reprice monthly against WESM spot prices, NGCP transmission charges and bilateral generation contracts, and the Cebu figure is itself a capped one, held down by an ERC-approved deferral whose balance is recovered in later cycles. Electricity does not decide which of these two cities you live in.

MORE Power runs a lifeline discount for very-low-consumption households, but the qualifying tiers target 4Ps beneficiaries and indigent registrants. A working foreigner in a Mandurriao condo will not qualify, so treat the residential rate above as your rate.

Water: the Metro Pacific Iloilo Water transition and the gap it left

The water utility changed structurally in late 2025, when Metro Iloilo Water District partnered with Metro Pacific Water. Operations now run as Metro Pacific Iloilo Water (MPIW), a joint venture serving the Iloilo City core plus Maasin, Cabatuan, San Miguel, Santa Barbara, Oton, Pavia and Leganes. The Local Water Utilities Administration approved the tariff in two tranches, the first effective November 2025 and the second in March 2026, reported by the Philippine News Agency and SunStar Iloilo at the time. The schedule is complete. There is no third tranche.

The two-tranche LWUA-approved MPIW adjustment, the first MIWD increase in six years. Sources: SunStar Iloilo and PNA. The Tranche-1 0-10 cu.m bill of PHP 252.02 is published verbatim; MPIW has published no 0-10 cu.m minimum for the March 2026 tranche, and it cannot be derived from the basic rate. Tranche 1 proves the point: the published PHP 252.02 is not 25.20 x 10. We publish the gap rather than a computed figure.

The gap, stated plainly. The only current MPIW figure any source publishes is the PHP 28.67/cu.m basic rate. The tariff sheet on mpiw.com.ph is still the November 2018 schedule carrying a PHP 200.00 minimum, and the water district’s own water-rates page at miwd.gov.ph was an empty stub when re-checked on 2026-08-16. So the implemented minimum charge and the higher commodity tiers (11-20, 21-30 and above) for the March 2026 tariff are simply not in the public record. We do not manufacture the missing minimum by multiplying PHP 28.67 by ten, because the Tranche-1 precedent shows that arithmetic is wrong: the published Tranche-1 minimum is PHP 252.02 where 25.20 times ten would give PHP 252.00. This mirrors how LiveInPH treats the Davao DCWD water gap, and the reasoning behind it is set out in our methodology.

What that means for budgeting. Water is a small line in Iloilo either way. At typical condo consumption of 12-18 cu.m a month the bill lands in the low hundreds of pesos, but the exact figure cannot be traced to a published tariff, so treat any monthly water number, ours included, as an estimate off the basic rate rather than a billed minimum. If you want the gap closed, a photographed post-March-2026 MPIW residential bill would do it.

Sewerage. Most Iloilo properties run septic tanks and centralised sewerage is limited. A sewer surcharge applies to a narrow customer subset, typically commercial properties in Iloilo Business Park and central Mandurriao. Residential foreigners outside IBP rarely see a sewerage line at all.

Rent: Mandurriao against everywhere else

Iloilo City packs 457,626 residents (2020 census) and 180 barangays into 78.34 sq km, a density near 5,842 per sq km, and the expat-grade condo stock sits in one slice of it. Mandurriao is anchored by Iloilo Business Park (Megaworld, 72 hectares, the largest IT-BPO cyberpark in Western Visayas) and Atria Park District (Ayala Land, 32 hectares). Outside Mandurriao the market thins fast and skews to Filipino-landlord apartments, older walk-ups and owner-direct rentals, with visibly lower Lamudi and DotProperty density in Jaro, La Paz, Molo, Arevalo and City Proper. Those five are not interchangeable on flooding, commute or walkability, and the district-by-district guide scores all seven on the axes that survive a site visit.

The bands below are a LiveInPH editorial rent baseline, not a measured index: hand-written asking-rent ranges cross-read against named buildings, with no counted listing sample behind them (n is null, no median, no percentiles).

Outside Mandurriao the listing density drops sharply and the asking ranges spread wider:

  • Jaro: studios ₱8,000–₱22,000, 1-bedrooms ₱17,000–₱25,000. The wide studio range is two markets under one label, cheap walk-ups at the floor and B Lifestyle Complex serviced suites at the top.
  • Iloilo City Proper / Downtown: studios ₱6,000–₱18,000, 1BR ₱9,000–₱16,000. The Calle Real restoration has lifted the top of the City Proper market, but the floor is still the cheapest in the city.
  • Molo: studios ₱8,000–₱15,000, 1BR ₱12,000–₱22,000. Quietly residential, slower-paced.
  • La Paz: studios ₱8,000–₱15,000. Thin condo inventory, mostly older walk-ups and student bedspace near the university belt.
  • Arevalo: studios ₱9,000–₱16,000. Beachside, and the longest run back to IBP.

The decision-relevant pattern: if you work in IBP or want walkable amenities, Mandurriao is the only real choice and you pay PHP 25,000 or more for a 1BR. If your income is fixed and IBP proximity is optional, Molo or Jaro at PHP 12,000-22,000 is a genuine saving, paid for in fewer modern groceries, less foreign-friendly infrastructure and a 20-30 minute Grab to anything modern. Rent varies more by district than any other line in this budget.

What local wages and PSA inflation do to the budget

Two published numbers set the floor under everything you buy locally. Region VI’s Wage Order RBVI-29 put the non-agriculture daily minimum at PHP 550 for employers with more than 10 workers and PHP 525 for smaller ones, effective 19 November 2025. Wage Order RBVI-DW-07, same effectivity, set the kasambahay minimum at PHP 6,500 a month. Iloilo City is a highly urbanised city, so both rates apply inside the city rather than a lower provincial band, and the kasambahay figure is a statutory floor rather than a market rate: live-out household help in Mandurriao is routinely engaged above it.

Prices are moving faster than pay. PSA’s Regional Statistical Services Office VI put Iloilo City headline inflation at 6.6 percent in June 2026, up from 6.0 percent in May and against 2.7 percent a year earlier, with Western Visayas at 6.8 percent for the same month. The provincial series ran hotter outside the city: Iloilo province printed 7.5 percent in June and 9.3 percent in July 2026. Housing, water, electricity, gas and other fuels was the leading commodity group, which is the same electricity and water story above showing up in the index. The city-level July figure was not yet published when this page was checked on 2026-08-16.

Two practical consequences. A budget lifted from a 2024 expat post under-reads today by more than a currency move explains. And the utility lines, not the rent line, are what will move on you mid-lease.

Internet: Converge, Globe, PLDT, DITO

All three national fibre carriers serve Iloilo City, and Converge is the one whose current pricing can be read straight off the provider page:

Fibre plans available in Iloilo City. All prices are NATIONAL list prices with no Iloilo variation: neither provider attaches a region, province or city to any figure. The four Converge rows were read from the provider's Super FiberX page on 2026-08-16 and the PLDT row from its own Fiber page on 2026-08-20. The Globe row is a published gap rather than a missing figure: globe.com.ph refused every automated request on 2026-08-20, including its robots.txt and sitemap.xml, so no Globe postpaid price is quotable at source. A PHP 1,499 GFiber figure circulates; Globe publishes that number on its prepaid site, where it buys a 30-day load at up to 300 Mbps, not a monthly postpaid plan.

For most foreigners the practical answer is Converge Super FiberX Play at PHP 1,349 for 200 Mbps, which is the cheapest way to clear the bar for video calls plus streaming. PLDT’s entry plan is PHP 50 cheaper but carries a 36-month lock, which is the wrong shape for anyone on a tourist-visa extension cycle. DITO’s 5G fixed-wireless product is sold in the city as a cheaper alternative, but we are not quoting a price for it here: the plan pages we could verify do not agree, and IBP tower coverage inside concrete-dense buildings needs a per-unit serviceability check anyway.

Note what this line does to the Cebu comparison. Fibre is nationally priced. There is no Iloilo discount and no Iloilo penalty.

Cooking gas is the one household line we will not put a peso range on for Iloilo. The Department of Energy publishes 11kg household LPG monitoring for the Visayas, and that is the figure to check before you budget it, rather than a number carried over from a Cebu or Manila guide.

Single-foreigner totals:

  • Floor, about PHP 40K all-in: Avida Atria entry at PHP 19K, 200 kWh, Converge Play, home cooking most nights, occasional Grab, no gym.
  • Mid, about PHP 50K all-in: Avida Atria 1BR at PHP 27K, 300 kWh, Converge Play, eating out a few times a week, regular Grab, Anytime Fitness.
  • Ceiling, about PHP 62K all-in: One Madison Place 1BR at PHP 30-32K, 400 kWh heavy AC, faster fibre, mid-range restaurants most days, coworking plus gym plus buffer.

Couples add 35-40 percent to a single budget, not 100 percent. Rent, internet, mobile data and part of the grocery basket do not double; eating out and discretionary spending scale close to proportionally. Two adults at the mid scenario land around PHP 65,000-78,000 a month all-in.

Cebu against Iloilo, line by line

The Cebu figures below read live from the LiveInPH ledgers, the same numbers published in the Cebu electricity rate dataset and documented in our methodology. Iloilo’s utility figures come from the same ledger and are published too, as the Iloilo electricity rate dataset and the Iloilo water tariff; the Iloilo rent bands are the editorial baseline described above.

Electricity is now readable on a common cycle: MORE Power at ₱14.3490/kWh for July 2026 against Visayan Electric’s ₱14.96/kWh, so Iloilo runs about PHP 0.55/kWh cheaper, roughly PHP 110 a month at 200 kWh, and neither city holds a durable edge because both track WESM. Water cannot be compared: Cebu MCWD’s first-10-cu.m minimum is ₱259.16 (first 10 cu.m.) (MCWD via Philstar / The Freeman — final 10% tranche, effective 2026-04-01, Apr 2026) [Sourcing note: MCWD publishes NO residential tariff schedule on its own website. The head-to-head that older guides assert is unsourced in both directions.

Everything else nets out close, which is why rent carries the decision. Cost is also only one of ten axes, and it is not the one that usually settles the question: airport reach, healthcare depth and schooling decide more placements than the monthly total does, and the Cebu-vs-Iloilo decision framework scores each of them side by side.

The 20-30 percent saving on a Mandurriao 1BR against a Cebu IT Park 1BR is roughly PHP 7,000-13,000 a month, or PHP 84,000-156,000 a year. That is the real Iloilo cost advantage, and it dwarfs every utility line on this page combined.

Where Cebu wins on cost. Cebu’s inventory is deeper, so a foreigner willing to live outside the prime expat corridors (Mabolo back streets, the Talamban edge, southern Mandaue) can find PHP 14,000-18,000 1-bedrooms that Iloilo has no equivalent of in comparable condition. Iloilo’s ceiling is lower than Cebu’s, but so is its floor for modern stock: there is no large below-mall-tier expat-grade rental supply here.

Realistic move-in cash floor

First-month cash for a Mandurriao 1BR runs higher than the headline rent implies, because the advance-and-deposit ask in Iloilo is 2+2 rather than Cebu’s 2+1. Why that ask is lawful here, and where the RA 9653 caps do bite, is worked through in the Iloilo renting guide:

  • 2 months advance plus 2 months deposit at PHP 27,000 = PHP 108,000.
  • Megaworld property-management bond for meter activation at One Madison Place, Saint Honore, Lafayette and Firenze: roughly PHP 40,000, returned on move-out.
  • MORE Power bill deposit, one month of estimated billing, refundable after a run of on-time payments: PHP 1,500-3,000.
  • MPIW new connection if the unit is not pre-plumbed: PHP 6,720 minimum, more where excavation is needed.
  • Fibre install: PHP 1,500-2,500 setup plus first month.
  • Basic furniture and appliances, since most Mandurriao condos are semi-furnished: PHP 25,000-60,000.

Realistic floor: PHP 180,000-230,000 for a Mandurriao 1BR at Avida Atria or comparable, and another PHP 30,000-50,000 at One Madison Place or a higher-end IBP tower.

On the legal position: RA 9653, the Rent Control Act of 2009, caps a lessor at one month advance and two months deposit, but only for units renting at or below PHP 10,000 a month in a highly urbanised city. Iloilo City is highly urbanised and Mandurriao condo rents clear that ceiling several times over, so the 2+2 ask sits outside the Act and is enforceable. The protection is real in Molo, La Paz and City Proper, where plenty of stock rents under PHP 10,000.

The opening 30 days also carry one-off costs the monthly table does not: SIM and GCash setup, a bank account, MORE Power activation, MPIW connection, BIR TIN registration and Bureau of Immigration paperwork.

Where money does not close the gap

Healthcare. The private tertiary set is Iloilo Mission Hospital (opened 1901, the oldest continuously operating hospital in Western Visayas), St. Paul’s Hospital Iloilo, The Medical City Iloilo and Iloilo Doctors’ Hospital, with Western Visayas Medical Center as the government tertiary. Specialist consultations at the private hospitals run about PHP 400-1,000 per visit on a January 2026 clinic-fee survey, well under Cebu Doctors’ pricing. None of them publishes a rate card, and complex cardiac, oncology and neurosurgical work still routes to Cebu or Manila, which is a travel-cost line rather than a treatment-cost line.

Airport reach. Iloilo International Airport is in Cabatuan, about 24 km northwest of the city, roughly 40 minutes by Grab at PHP 500-700 or PHP 100 a head on the SM City Iloilo shuttle van. Its international network is down to one confirmed route as of August 2026: Hong Kong on Cebu Pacific, thrice weekly. Cebu Pacific suspended Iloilo-Bangkok from 17 April and Iloilo-Singapore from 15 June, both until late October 2026, and has said each resumes on 23 November. Scoot flew Iloilo-Singapore through 2025 and whether it still does could not be established: its site refuses automated requests and no 2026 source we could open says either way. Mactan-Cebu carries more than a hundred weekly international flights against that, and the decision framework pairs the two networks in full. A foreigner who leaves the country monthly pays the difference in connecting fares and lost hours, and that recurring cost can swallow the rent saving.

Schooling. Iloilo has no true international-curriculum school, so families targeting IB or Cambridge tracks default to Cebu or Manila. The strongest local private options, Ateneo de Iloilo and Iloilo Scholastic Academy, are DepEd-aligned. This is the single most common reason a family priced-in on Iloilo ends up in Cebu.

Employer depth. Iloilo Business Park employers sit next to the expat condo stock, so a BPO-employed foreigner walks to work and spends almost nothing on transport. The count of employers willing to sponsor a 9G work visa is thinner than Cebu’s, so confirm the sponsorship with the specific employer before you sign a lease.

  1. Single retiree on foreign pension. Avida Atria studio at PHP 17,000-20,000 plus utilities plus PHP 12,000-15,000 for food and incidentals. All-in PHP 38,000-46,000 a month, move-in cash near PHP 110,000. Roughly PHP 8,000-12,000 a month under the equivalent in Cebu Banilad or Lahug.
  2. Digital nomad couple. One Madison Place or Avida Atria 1BR at PHP 27,000-32,000, faster fibre, two-adult food and discretionary. All-in PHP 62,000-80,000 a month, move-in cash PHP 180,000-230,000. About 25 percent under the Cebu IT Park equivalent.
  3. Family with school-age children. Mandurriao Garden Residences 3BR at PHP 36,000 or a Jaro subdivision house at PHP 30,000-50,000. All-in PHP 80,000-120,000 a month. The schooling constraint above usually decides this profile before the budget does.
  4. BPO-employed foreigner. A PHP 50,000-70,000 all-in budget covers a 1BR Mandurriao single comfortably, with the commute cost close to zero.

The pattern holds across all four. Iloilo is genuinely cheaper than Cebu on rent, marginally cheaper on electricity on the July 2026 cycle, unresolved but small on water, and thinner on healthcare depth, international schooling and flight access. The saving is real and it is concentrated in one line. Whether it survives contact with your travel and schooling requirements is the question this page cannot answer for you.
