Cebu vs Iloilo for Foreigners (2026): The Honest Decision Framework

Cebu vs Iloilo, paired and dated: seven 2026 electricity cycles side by side, rent bands, water data gaps, airport reach, hospitals, schools and BPO depth.

Two Visayan cities, two utilities, and one honest answer: Cebu wins on airport reach, hospital depth and schooling; Iloilo wins on rent ceiling and traffic; and the cost gap between them is narrow, and almost entirely rent. Across the seven 2026 billing cycles both utilities have now published, MORE Power in Iloilo averaged about PHP 0.39/kWh below VECO in Cebu, worth roughly PHP 98 on a 250 kWh month. That is the whole electricity story. This page pairs both cities dimension by dimension, with every figure dated and sourced, and names the profiles where Iloilo is the correct pick.

The decision rule. Choose Cebu unless all four of these are true: you fly internationally twice a year or less, you need no specialist hospital follow-up, you have no school-age children on an IB or Cambridge track, and your budget is tight enough that the rent ceiling matters. If all four hold, Iloilo is the better call.

Electricity: seven paired 2026 cycles

Neither city holds a durable electricity advantage, and the 2026 record proves it. Cebu is served by Visayan Electric (VECO); the seven Iloilo City districts are served by MORE Power, which publishes a full monthly rate table. Both rates swing with WESM spot generation and NGCP transmission, so the cheaper city changes with contracting luck rather than geography.

The current ledger values are VECO at ₱14.96/kWh (Visayan Electric, 2026-08-20 (primary — utility's own peso figure), Aug 2026) and MORE Power at ₱14.3490/kWh (MORE Power official monthly rates, July 2026 cycle, Jul 2026), and those two are no longer the same month.

Visayan Electric published an August cycle on 20 August 2026 at ₱14.96/kWh; MORE Power’s published table still ends at July, so the only honest head-to-head is the July pair, and that is the one the table above uses. Read that pair with the deferral in mind. VECO’s July step was capped at ₱14.90/kWh only after the ERC approved deferring part of the generation-cost recovery, against an unmitigated ₱17.59/kWh, so Cebu’s July figure understates the true cost of service and the deferred amount comes back in later cycles (SunStar Cebu, 19 July 2026). MORE Power’s July cycle came in at ₱14.3490/kWh, up ₱0.43 from June, per Daily Guardian (30 July 2026) and the utility’s own table. Iloilo’s number is the unmitigated one, so the ₱0.55/kWh gap in Iloilo’s favour is smaller than it looks. Do not difference the two live stamps above: one is August and the other is July.

The arithmetic that matters. Over the seven cycles both utilities have published for 2026, VECO averaged PHP 12.99/kWh and MORE Power PHP 12.60/kWh. The gap is PHP 0.39/kWh, or about 3.0 percent. On a 250 kWh month, a realistic single-occupant Mandurriao or IT Park condo with moderate aircon use, that is roughly PHP 98. Nobody relocates for PHP 98. Treat electricity as a wash and spend the analysis elsewhere. The methodology page documents how both ledgers are stamped and re-verified.

Water: one city has a tariff, the other has a gap

The water comparison is asymmetric in data quality, and pretending otherwise would be the single easiest place in this article to fabricate. Cebu’s tariff is documented. Iloilo’s current minimum charge is not published anywhere.

Water tariff sourcing, re-verified 2026-08-15. Neither utility publishes a primary residential tariff sheet, and MPIW's current minimum charge does not exist in the public record at all. See /data/cebu-water-tariff and /data/iloilo-water-tariff.

Cebu’s minimum is ₱259.16 (first 10 cu.m.) (MCWD via Philstar / The Freeman — final 10% tranche, effective 2026-04-01, Apr 2026) [Sourcing note: MCWD publishes NO residential tariff schedule on its own website. Every peso figure in this ledger (minimum ₱259.16 / 10 cu.m.; tiers ₱28.64, ₱33.71, ₱82.52) is attributed to MCWD via NAMED SECONDARIES — Philstar / The Freeman (2026-03-28) and Cebu Daily News — not via a primary MCWD publication.], sourced to MCWD via Philstar and Cebu Daily News rather than to a sheet on mcwd.gov.ph, which publishes no residential tariff schedule. That caveat ships with the figure every time it renders.

Iloilo is worse. The LWUA-approved two-tranche adjustment took the basic rate to PHP 28.67/cu.m. in March 2026, confirmed by the Philippine News Agency and SunStar Iloilo. No source publishes the implemented 0-10 cu.m. minimum for that tranche. The operator’s own posted schedule is still the November 2018 sheet, and miwd.gov.ph is an empty stub. Multiplying the basic rate by ten does not work: the published November 2025 tranche billed PHP 252.02 where the arithmetic would give PHP 252.00, so MPIW’s minimum is not a clean multiple. LiveInPH removed a fabricated PHP 286.70 figure from its own ledger on 2026-07-12 for exactly this reason, and will not restate it here. Anyone quoting an Iloilo minimum water bill for 2026 is quoting a number nobody has published.

Rent: where the real gap lives

Rent is the only line item with a durable, sizeable Cebu-Iloilo gap, and it sits at the ceiling rather than the floor. The bands below come from LiveInPH’s editorial rent baselines for both cities. These are editorial estimates cross-referenced against portal listings and named buildings. No listing sample was ever counted, n is null on every segment, and the midpoints are arithmetic, not medians. The Iloilo side of this gap is also concentrated in one district rather than spread across the city, which the Iloilo neighborhoods guide shows by walking all seven and pricing each.

At the floor the two cities are identical. A serviceable business-park 1BR starts around PHP 25,000 in both Mandurriao and IT Park. The difference is what the top of the market costs: Cebu’s IT Park and Cebu Business Park towers run to PHP 55,000 where Mandurriao tops out near PHP 32,900. That is a lower ceiling, not a cheaper entry price, and it matters most to the foreigner who would otherwise buy at the top of the Cebu stack.

What the priced gap actually adds up to

Set that against what one year of the rent-ceiling saving buys. It is roughly one mid-tier international trip for a couple, or a low-double-digit fraction of one year of Cebu international-school tuition. Real money at fixed-income scale, and not enough on its own to move the foundational dimensions below.

Which city is getting more expensive faster

A static price comparison misses the more useful signal. Central Visayas has carried the highest regional inflation in the Philippines for eleven consecutive months through mid-2026, and it is running ahead of Western Visayas.

Read that carefully rather than as a verdict. Central Visayas inflation of 8.7 percent in July 2026 is regional, so it includes Bohol and rural Cebu, not just Cebu City. What it does say is that the Cebu price level has been rising faster than the national average for the better part of a year while Western Visayas ran roughly a point behind. A retiree pricing a fixed pension against a five-year horizon should weight that more heavily than the current rent band. The population lines point the same way from a different angle: on the 2024 Census of Population for Central Visayas Cebu City has not grown since 2020, while Western Visayas records Iloilo City up about 3.5 percent, which is not what a city running out of room looks like. One boundary warning if you go source-hunting: the 2024 Region VII count excludes Negros Oriental and Siquijor, which moved to the new Negros Island Region, so it cannot be compared to the 8.08 million figure older releases carry.

The poverty comparison is the one row here that cannot be used. Iloilo City’s 2.2 percent is a city figure; the only published Central Visayas counterpart is Cebu province at 11.7 percent, which folds in rural municipalities and is not a Cebu City number. They are in the table because they are what exists, labelled so nobody quotes them as a pair.

International airport reach

The largest structural gap between the two cities, and the one 2026 made most visible. A fuel crisis and a Philippine state of energy emergency declared on 25 March 2026 forced route cuts at both airports. Cebu absorbed them and kept a dense East Asian network. Iloilo lost two of its three international routes.

On volume the two are not close: MCIA handled 11.6 million passengers in 2025 against Iloilo’s 3.1 million, though Iloilo grew four times faster off that smaller base. Treat any single headline number for MCIA’s destination count with suspicion. Cebu Daily News put it at 19 overseas destinations on 10 August 2026; Philstar said 16 in March; a January count said 13. The Mactan-Cebu International Airport Authority publishes its statistics as images rather than data, so no official destination count is verifiable. The route list is the honest measure, and on that measure Cebu has roughly a dozen international destinations flying against Iloilo’s two.

Cebu did not escape 2026 unscathed. CAAP counted 23 international flight cancellations system-wide from 28 February, of which two Qatar Airways and six Emirates services were at Cebu (Philstar, 1 March 2026). Doha and Dubai are still at zero departures, Vietnam Airlines suspended its Cebu service, and Cebu Pacific trimmed Cebu-Singapore from daily to five times weekly. Do not read Cebu as having Gulf service today, and note that Emirates’ Cebu-Dubai operated via a Clark stop rather than as a true nonstop. MCIA traffic was still up 9.1 percent in the first half of 2026, though international traffic contracted 5.8 percent year on year in June, the first such fall of the year.

Iloilo, whose airport is run by the Civil Aviation Authority of the Philippines, was hit harder in relative terms. Philstar reported on 24 March 2026 that Cebu Pacific cancelled Iloilo-Bangkok from 17 April to 24 October and stripped Iloilo of Singapore from 15 June to 24 October, keeping only thrice-weekly Hong Kong departures. Scoot’s own Iloilo-Singapore service launched 14 April 2025 as the first foreign carrier ever to serve the airport, and CAAP’s CY2025 workbook records it carrying 23,517 passengers over 320 movements between April and December that year. Whether it still flies in 2026 we cannot establish: flyscoot.com refuses every automated request, and no source we could open says either way. Treat Iloilo as having one confirmed international route and a second that is open. A CAAP-funded terminal upgrade completed in June 2026 lifted pre-departure capacity from 727 seats to 1,082, and the long-discussed PPP concession has still not been awarded, so nobody should plan around a privatised Iloilo airport.

What this costs in practice: an Iloilo resident flying to Tokyo, Seoul, Taipei or the Gulf transits Manila or Cebu, adding three to four hours each way plus the NAIA inter-terminal transfer and its missed-connection risk. For a foreigner who flies internationally three or more times a year, that is a week of life per year and a standing risk on every trip. For someone who flies once or twice a year, it is a nuisance.

Healthcare depth

Start by discarding a word that has no legal meaning here. The Philippine Department of Health classifies general hospitals as Level 1, Level 2 or Level 3 and nothing above. There is no “quaternary” tier, and any hospital advertising “Level IV” is quoting a classification superseded in 2012. On formal DOH designation the two cities are closer than the marketing suggests. The real difference is private-sector modality breadth.

Checked 2026-08-15. Facility levels are DOH's own three-tier scheme; the DOH National Health Facility Registry was unreachable at the time of writing, so individual private-hospital levels are taken from each hospital's own publication and are marked as such rather than presented as licensing records.

On cancer care, the two cities are peers on paper. Both cities have exactly one DOH-designated cancer centre under the National Integrated Cancer Control Act, and they are peers: Vicente Sotto in Cebu and Western Visayas Medical Center in Iloilo. WVMC additionally carries an explicit DOH apex and end-referral designation for the whole of Region VI, which LiveInPH found no matching document for on the Cebu side. On paper, Iloilo’s public tertiary hospital is better defined than Cebu’s.

Where Cebu genuinely pulls ahead is the private sector. Radiation oncology is documented at two Cebu private hospitals and at none in Iloilo. Structural cardiac work and PET-CT imaging are documented at Chong Hua with no Iloilo equivalent found. That is the acuity gap, and it is narrower and more specific than the usual claim that Cebu is a tier above.

For a foreigner under 50 in good health, none of this matters much. Iloilo handles general medicine, surgery, obstetrics and emergency care competently, and Iloilo Mission Hospital in Jaro, founded in 1901, is the first Protestant and American-founded hospital in the country rather than a recent build. The gap bites on chronic specialist follow-up. A radiotherapy course or a structural cardiac programme means relocating temporarily or flying, and WVMC’s own filings record occupancy running between 145 and 155 percent through the late 2010s, so a Level 3 designation is not the same as a bed on the day you need one. Anyone over 60, or managing a condition needing subspecialty continuity, should treat this as a first-order factor. The starkest gap in the comparison, and the one that decides the question outright for the families it applies to.

Checked 2026-08-15. No school in Iloilo City appears in any accessible IB or Cambridge directory, and the largest Iloilo private schools publish DepEd-based curricula and make no international-accreditation claim on their own sites. Tuition bands are order-of-magnitude editorial context, not quoted fee schedules: neither Cebu school publishes fees openly, so confirm directly.

Two traps to avoid on the Cebu side. Singapore School Cebu is in Mandaue City, not on Mactan, which matters if you are choosing a neighbourhood around a school run. And Brent International School has three Philippine campuses, in Biñan, Baguio and Subic Bay. There is no Brent Cebu, whatever an older relocation guide told you.

The practical consequence is narrow but absolute. A child on an IB or A-Level track who will apply to universities outside the Philippines needs a transcript those universities read. Iloilo’s best schools produce a DepEd transcript with strong English and Chinese-language instruction, which is a fine education and a different document. Families who homeschool through Calvert, Wolsey Hall, K12 or an equivalent online programme are unaffected, and for them this section is irrelevant. Older guides put hard numbers on this comparison, usually along the lines of Cebu having several hundred BPO firms against Iloilo’s few dozen. No such Cebu company count exists at IBPAP, PEZA or DTI, and this guide will not invent one. What is published is workforce: over 160,000 IT-BPM full-time employees in Cebu, roughly 15 percent of the national industry, against 47,200 across 118 firms in Iloilo City. That is a real gap of roughly three to one on people, and it is smaller than the folklore, because Iloilo has grown fast off a tiny base.

Two corrections worth carrying: TaskUs does not list a Cebu delivery site among its eleven Philippine locations, and Lexmark has been part of Xerox since the acquisition closed in July 2025. On the Iloilo side, Startek and Hinduja Global appear in older lists with no evidence of a current Iloilo site.

For remote-work foreigners employed abroad, this whole dimension inverts to irrelevant. Fibre from the same four carriers, comparable coworking, comparable power reliability. The decision then reduces to rent ceiling and pace, where Iloilo wins, against airport reach and hospitals, where Cebu wins.

Trip times are editorial observations across typical weekday windows, not measured survey data. Cebuano and Hiligaynon are separate languages, not two dialects of one 'Visayan'.

Iloilo’s traffic advantage is the one quality-of-life difference a visitor feels within a day. It compounds: shorter trips mean more of the city is usable on a weeknight, and the airport run is not something you plan a morning around.

Safety, and the statistic that does not exist

Both cities are safe for foreigners who behave sensibly. The popular claim that Iloilo is measurably safer does not survive contact with the source data, and this guide previously carried a version of it. Earlier editions said Iloilo City’s index-crime rate ran at “roughly 75 to 80 percent of Cebu City’s, per 2024 PNP data.” No PNP or PSA release publishes anything of the kind. That figure has been cut rather than restated.

The trap The widely quoted 852 to 703 Iloilo drop is the PROVINCIAL police office, whose jurisdiction excludes Iloilo City
Cebu City figures per The Freeman / Philstar (8 January 2026). Iloilo City figures per Iloilo Metropolitan Times (10 September 2025), citing the Iloilo City Police Office. The two cities are reported by different units, over different periods, under partly different category labels. They cannot be turned into a comparable rate, and this guide does not try.

The two cities are not published on a comparable basis. Cebu City recorded 822 index crimes in 2024 and 602 in 2025, a fall of nearly 27 percent, alongside a 28 percent regional drop across Central Visayas. Iloilo City publishes only partial-period figures: 170 focus crimes between January and August 2025, of which 96 were theft. The 852-to-703 figure that circulates as “Iloilo crime” belongs to the Iloilo Police Provincial Office, which does not police the city at all. Anyone comparing it to a Cebu City number is comparing a province to a city.

What can be said without a fabricated statistic:

  • Cebu’s known risk pockets are specific and avoidable. Late-night bar corridors on Mango Avenue and A.S. Fortuna, taxi-meter manipulation at MCIA arrivals, and pickpocketing around Colon. Using Grab rather than street taxis removes most of it.
  • Iloilo’s expat-relevant crime is theft, which is 56 percent of its published focus crimes, concentrated in motorcycle snatch-and-run near jeepney terminals and pickpocketing at the City Proper public market. Mandurriao’s Iloilo Business Park is low-incidence by any account.
  • Iloilo is smaller and less anonymous, with no equivalent of Cebu’s foreign-tourist nightlife economy. That is a real structural difference, and it is not the same thing as a published crime-rate gap. Iloilo’s “City of Love” ranking appearances come from crowdsourced indices, not from the PNP.

What does not decide the question

  • Groceries and eating out. SM, Robinsons and Gaisano stock similar baskets at similar prices in both cities, and the public markets, La Paz in Iloilo and Carbon in Cebu, sit close enough that the difference disappears into weekly variance.
  • Internet. PLDT, Globe, Converge and DITO all operate in both cities, and Iloilo Business Park and Cebu IT Park are both well served by fibre.
  • Weather. Similar tropical patterns. Iloilo sits slightly off the worst typhoon tracks and Cebu’s east coast gets more reliable trade-wind cooling. Neither difference is large enough to relocate for.
  • English. Both cities operate fluently in English for healthcare, government offices and anything foreigner-facing.
  • Beaches. Cebu has closer and better ones. This decides holidays, not residence.

The bottom line

Cebu wins on the dimensions that are hard to work around: about a dozen overseas destinations actively flying against two, private-sector radiation oncology and structural cardiac care Iloilo does not document, and the only IB and Cambridge schools in the Visayas. Iloilo wins on a business-park rent ceiling roughly PHP 22,100 a month lower, on regional inflation running about a point below Central Visayas, and on traffic by a margin that changes daily life. Electricity is a coin flip that has landed both ways in 2026, and water is not comparable because half the data does not exist.

Three claims this guide will not make, because nothing published supports them: that Iloilo has a measurably lower crime rate, that Cebu hospitals occupy a tier above Iloilo’s on any DOH classification, and that Iloilo water is cheaper or dearer. If the structural Cebu advantages are load-bearing for your situation, no plausible cost saving in Iloilo offsets them. If none of them apply, Iloilo gives you a calmer city, a lower ceiling and slower price rises, and the honest saving is narrow, and it sits in the rent line rather than the utility line. That is a rounding error, and the order flipped in June and again in July. Water cannot be compared: Metro Pacific Iloilo Water publishes no post-March-2026 minimum charge. Which airport is better, Mactan-Cebu or Iloilo International?
Mactan-Cebu, by a wide margin. MCIA carried 11.6 million passengers in 2025, the second busiest in the country, across roughly 20 airlines, with Vietjet adding Hanoi and Ho Chi Minh City and Cebu Pacific adding Shanghai and Nagoya in November 2026. Iloilo International carried 3.1 million and is down to two international destinations after Cebu Pacific cancelled Bangkok from 17 April 2026 and Singapore from 15 June, both through 24 October, on fuel costs. Iloilo has no Korea service at all and forces a Manila or Cebu transit for almost every long-haul trip.
Is electricity cheaper in Iloilo than in Cebu?
Not durably. In the seven 2026 cycles on the LiveInPH ledgers, MORE Power was cheaper in February, March, April and May, VECO was cheaper in January and June, and MORE Power was back below VECO in July. The seven-cycle averages are about PHP 12.99/kWh for VECO and PHP 12.60/kWh for MORE Power, a gap of roughly PHP 0.39/kWh. Both rates move with WESM spot generation, so the ordering is a function of contracting luck in any given month, not of the city.
Does Iloilo have an international school?
No school in Iloilo City is listed as an IB World School or a Cambridge International school. Cebu has both: Cebu International School in Pit-os runs the full IB continuum with its Diploma Programme authorised in 1999, and Singapore School Cebu in Mandaue City is both Cambridge and IB. Iloilo top private schools, Ateneo de Iloilo in Mandurriao and Iloilo Scholastic Academy, publish DepEd K-12 curricula with strong English and Chinese instruction.
